Our proposed adjustment will be more developmentally appropriate for children 18months up to 24months, will help to align age range groupings between centers and FCCHs, for Parents it will open up developmentally appropriate care options for their children, and it will help Providers to continue to be able to offer easily accessible child care to Parents.From our research what's the easiest way to do this? It's to subdivide the infant age grouping so that infants 18months up to 24months ONLY for ratio purposes are included in the "2yrs until not enrolled in school" grouping. FCCH age grouping regulations do NOT acknowledge the "toddler" age group but Centers are already allowed to have what is called a "Toddler Component" with children 18months in the same age grouping as 2yr olds. This will make space in FCCHs in the infant age grouping for "real" infants under 18months to use the infant spaces instead of children 18months up to 24months taking up space in an age grouping that isn't developmentally appropriate. Current FCCH Providers are closing more quickly than new providers are opening for several reasons including the unintended consequences of TK/UPK attracting 3 and 4yr olds to public school options leaving Providers with empty spaces. A Provider has to spread the concrete operating costs on to the price of infant care in order to stay open; because Providers can't provide care for infants (or any children) if they have to go out of business.
